#module内のAPI関数のコンパイルエラー

下部のソースでGetWindowThreadProcessIdのコンパイルエラーになります。
以下の３つの状態だとエラーになりません。これって不具合だと思うのですが
見解を聞かせてください。
①ローカルでもGetWindowThreadProcessIdの実行
②モジュール内でuser32.as宣言（これは問題なし）
③モジュールの位置を最初に記載

よろしくお願いします。
